freewnn-jserver software package provides Japanese input system, you can install in your Ubuntu 17.04 (Zesty Zapus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install freewnn-jserver
freewnn-jserver is installed in your system.
Make ensure the freewnn-jserver package were installed using the commands given below,
$ sudo dpkg-query -l | grep freewnn-jserver *
You will get with freewnn-jserver package name, version, architecture and description in a table
